Septic companies in Kentucky

Kentucky runs septic through local health departments under state regulation, and it uses two different credentials for the two companies you are most likely to call: the installer is certified as an individual, and the pumping company is licensed as a business with a bond behind it. This guide covers who issues what, the homeowner permit and the builder exclusion written into it, the inspection that has to happen before backfill, and the state programme aimed at straight pipes and failing systems.

Who Regulates Septic Systems in Kentucky

Sources: Kentucky Cabinet for Health and Family Services, Department for Public Health; Kentucky Legislative Research Commission. Checked 2026-09-18.

Kentucky writes the rules at the state level and runs the programme through your local health department. That is where the permit comes from and where the inspector works. The state's role is the regulation and the certification of the people doing the work.

The Onsite Sewage Disposal Systems Program is administered through local health departments and begins with onsite evaluations opens in a new tab, and local health department onsite septic system inspectors perform the site evaluations and inspections in Kentucky opens in a new tab. So the same office both permits the work and checks it.

The statute draws one boundary worth knowing. KRS 211.180 requires the cabinet to regulate the construction, installation or alteration of any on-site sewage disposal system, except for a surface discharging system opens in a new tab. If your system discharges to the surface it is a different agency's business.

Fees are local, which is why quotes differ across a county line. KRS 211.355 authorises a local board of health to establish a schedule of fees reasonably related to the cost of administering the programme, including inspections opens in a new tab. The permit itself must be obtained before anything is constructed, installed or altered opens in a new tab.

Licenses and What to Check Before You Hire

Sources: Kentucky Legislative Research Commission; Kentucky Cabinet for Health and Family Services, Department for Public Health. Checked 2026-09-18.

Kentucky uses two different instruments for the two companies you are likely to call, and they are not interchangeable. The installer is certified, as an individual. The pumping company is licensed, as a business, under a separate statute.

KRS 211.357 requires the cabinet to establish a programme of certification for installers of on-site sewage disposal systems opens in a new tab, and a certified installer means a specific individual person who has met those requirements opens in a new tab. The certificate belongs to a person, not to a company name on a van.

A person shall not offer services to construct, install, alter or repair on-site sewage disposal systems without it opens in a new tab, and the certification is kept current rather than held once. It is renewed annually with a forty five dollar fee to the Environmental Management Branch opens in a new tab, and the provisional, probationary, full and advanced levels each require two training workshops totalling six approved continuing education units opens in a new tab.

Getting one starts at the same local office that will inspect the work. The fee to take the exam is $25, you must score at least 70 percent to pass, and you provide proof of liability insurance to the local health department opens in a new tab.

Pumping is a business licence with money behind it, which is the useful part for you. An annual application is made for a business license to service or maintain septic tanks, holding tanks, seepage pits, portable toilets and marine sanitation devices opens in a new tab, the vehicle licence fee is payable to the local health department having jurisdiction opens in a new tab, and the applicant posts a surety bond with the Commissioner of the Department of Public Health opens in a new tab.

The person who evaluates your site holds a third credential again. A certified inspector or professional engineer shall evaluate each proposed site opens in a new tab, and on passing the examinations an applicant is certified as a registered environmental health specialist or sanitarian opens in a new tab. We hold no Kentucky register of our own, so no listing here carries a verified credential for this state, and your local health department is where a certification is confirmed.

Permits, Inspections and Selling a Home

The order is evaluation, then permit, then work. After the site evaluation has been conducted, a permit to construct, install or alter an on-site sewage disposal system shall be obtained prior to construction opens in a new tab, and permits shall be issued only to certified installers opens in a new tab apart from one exception.

That exception is for an owner doing their own work, and it is written to exclude the trade. The homeowner term shall not include any person who is a builder or contractor engaged in a business of constructing or rehabilitating residential structures opens in a new tab. So a house being done up for resale does not qualify.

Every job gets looked at, and there is a moment when it has to happen. Every on-site sewage disposal system installed, constructed, altered or repaired shall be inspected by a certified inspector opens in a new tab, and the certified installer shall request an installation inspection be scheduled and completed before the system is backfilled opens in a new tab.

On selling, we found no state rule requiring a septic inspection when a home changes hands. What is worth asking your local health department for instead is the permit and the inspection record on file, since every system that was installed or altered legally has one.

Keeping a System Working

Kentucky regulates how your tank is serviced rather than how often, and two of those rules are worth knowing as the customer: the servicing company shall not use chemical or biological cleaners, starters or other agents unless the cabinet has approved the material opens in a new tab, and must notify the owner of any damage to the system found during the servicing operation opens in a new tab. We found no state pumping interval, so the EPA's guidance of an inspection at least every three years and pumping every three to five applies opens in a new tab, while a holding tank permit requires a contract with a licensed septic tank cleaning company filed with the application opens in a new tab and an aerobic unit comes with a maintenance manual in pictures and simple language opens in a new tab.

Help Paying for Repairs

Kentucky has a programme written for exactly the problem this site exists for. PRIDE provides support to low income homeowners to replace straight pipes, outhouses or failing septic systems with sanitary wastewater treatment systems opens in a new tab. If you are on a straight pipe, that is the sentence to quote when you call.

The state's larger pots are for utilities and agencies. Eligible government agencies, such as city owned water or sewer utilities, water commissions, water and sewer districts and water associations, may apply for cleaner water grants opens in a new tab, and applicants to the Commonwealth's Section 319(h) programme are encouraged to submit a letter of intent opens in a new tab.

The federal rule on that last one is worth stating plainly so you do not waste an application. Individual homeowners are not eligible to directly receive grant assistance through the 319 programme, because the grants are typically provided to watershed organisations opens in a new tab.

Questions People Ask

Who issues my septic permit in Kentucky?

Your local health department. The state Onsite Sewage Disposal Systems Program is administered through them, their inspectors do the site evaluations and inspections, and the local board of health sets the fees. A permit must be in hand before anything is constructed or altered.

Is my installer licensed or certified?

Certified, and it is personal. A certified installer is a specific individual who met the requirements under KRS 211.357, renewed annually for forty five dollars with six continuing education units. Ask which person on the crew holds it, not just whether the company does.

Is the pumping company the same credential?

No. Pumping runs on an annual business license to service or maintain septic tanks, holding tanks, seepage pits, portable toilets and marine sanitation devices, with a vehicle fee paid to the local health department and a surety bond filed with the Commissioner of the Department of Public Health.

Can I get a permit myself as the homeowner?

There is a homeowner route, but it excludes the trade: the term does not include a builder or contractor engaged in a business of constructing or rehabilitating residential structures. Otherwise, permits are issued only to certified installers.

I have a straight pipe. Is there help?

Yes, and Kentucky names it. PRIDE provides support to low income homeowners to replace straight pipes, outhouses or failing septic systems with sanitary wastewater treatment systems. Start with your local health department and ask about it directly.
