Septic companies in Texas

Texas septic rules come from one state agency, but the office that issues your permit is a local authorized agent, which may be your county, a city, a river authority or a health district. This guide covers who actually permits a system where you live, which credential a contractor has to hold, what has to happen before anyone digs, and where repair money exists.

Who Regulates Septic Systems in Texas

Sources: Texas Commission on Environmental Quality. Checked 2026-09-18.

The Texas Commission on Environmental Quality writes the rules for on-site sewage facilities, which is the state's term for a septic system. It is not usually the office that issues the permit. That job is delegated to a local authorized agent, and in Texas an authorized agent is not always a county.

A local governmental entity becomes an authorized agent opens in a new tab by passing an order, an ordinance or a resolution that TCEQ approves. Those three instruments belong to three different kinds of body. When a decision is appealed, TCEQ names the supervising authority as a Commissioners Court, City Council, River Authority Board or Public Health District Board opens in a new tab.

Where nobody local has been authorized, the TCEQ regional office is the permitting authority opens in a new tab instead. TCEQ's annual permitting data opens in a new tab is reported in two separate columns for exactly that reason, one for authorized agents and one for its own regional offices.

TCEQ publishes contact details for local permitting authorities opens in a new tab through its On-Site Activity Reporting System. A complaint about a failing system opens in a new tab goes to that same local authority, which must investigate within 30 days of receiving it.

Licenses and What to Check Before You Hire

Sources: Texas Commission on Environmental Quality. Checked 2026-09-18.

Texas divides this trade into licenses and registrations, and the difference is not cosmetic. Installers, apprentices, maintenance providers and maintenance technicians opens in a new tab must each be licensed or registered by TCEQ before they touch a system.

An Installer I license opens in a new tab covers standard systems, meaning septic tanks, absorptive drainfields, leaching chambers and pumped effluent drainfields. An Installer II license covers all types of system, so it is the one to ask about for anything aerobic or engineered. Before any of it is built, a licensed site evaluator or a Texas professional engineer opens in a new tab has to assess the ground.

Two credentials that sound like an installer are not one. An apprentice registration opens in a new tab permits work only under the constant, direct supervision of a licensed installer, and a maintenance technician registration opens in a new tab works under a maintenance provider. The maintenance provider holds a license opens in a new tab, and it covers aerobic treatment specifically.

Pumping is a registration rather than a license. Anyone hauling domestic septage, which is TCEQ's term for septic tank waste opens in a new tab, must register as a sludge transporter under 30 TAC 312.142(a) opens in a new tab. The registration is billed annually and carries a sticker for every vehicle opens in a new tab, so a working pumper can show you a current one.

Checking a company takes two different tools. The TCEQ licensing and registration search opens in a new tab covers the occupational licenses, while registered haulers are found through the separate sludge transporter query opens in a new tab. The two searches are separate, so an empty result in the licence search does not tell you whether a pumper is registered.

On this site we check Texas companies against the sludge transporter register opens in a new tab, which covers hauling and nothing else. It says a company is registered to move waste, not that it installs well, and we record no credential for a company we do not find on it. That is why 256 of the 1,275 Texas companies here show a verified credential, and why the other 1,019 are unchecked rather than unqualified.

Permits, Inspections and Selling a Home

Sources: Texas Commission on Environmental Quality. Checked 2026-09-18.

We found no Texas rule requiring a septic inspection when a home sells. The rule that does bite comes earlier: a permit and an approved plan are required opens in a new tab to construct, alter, repair, extend or operate a system. The owner is the person who must hold it opens in a new tab, not the contractor.

The site has to be evaluated first opens in a new tab, before anything is constructed, altered, extended or repaired. That evaluation decides what kind of system the ground will take, which is settled before any quote can mean anything.

Local programs may be more stringent than the state minimum opens in a new tab. So if someone tells you an inspection is required when you sell, that requirement is coming from your local authorized agent rather than from Austin. Ask the agent directly instead of assuming either way.

Aerobic systems carry an obligation most owners do not expect at purchase. A maintenance contract is required with a licensed maintenance provider opens in a new tab, who must be an individual person rather than a company, and reports go to the permitting authority at least once every four months opens in a new tab.

Keeping a System Working

Sources: Texas Commission on Environmental Quality; U.S. Environmental Protection Agency. Checked 2026-09-18.

Two years after an aerobic unit is installed opens in a new tab, a Texas owner may take over its maintenance where the system uses secondary treatment, which is a choice no conventional tank owner ever faces. For a conventional tank TCEQ recommends pumping every three to five years opens in a new tab, and the EPA adds an inspection at least every three opens in a new tab.

Help Paying for Repairs

Sources: Texas Department of Agriculture; Texas Commission on Environmental Quality; Texas A&M AgriLife Research and Extension. Checked 2026-09-18.

Texas repair money usually arrives through a local government rather than landing in your hands. Under the Texas Community Development Block Grant program, installing a septic system on private property counts as a housing rehabilitation activity opens in a new tab for low and moderate income households, and the county or city applies for it. Ask your permitting authority whether your area holds a current award.

Two other routes exist and neither is aimed at one house on its own. The Economically Distressed Areas Program opens in a new tab funds water and wastewater service where it is absent, and regional councils have allocated funds to repair or replace failing on-site systems for low-income homeowners opens in a new tab in parts of the state.

Find Your Local Permitting Authority

In Texas the office that permits a septic system is a TCEQ authorized agent, which may be the county, a city, a river authority or a health district. Each link goes to that office's own page. Checked 2026-09-18.

Questions People Ask

Who issues a septic permit in Texas?

Your local authorized agent, which may be a county, a city, a river authority or a public health district. Where no local agent has been authorized, the TCEQ regional office is the permitting authority. Start from the TCEQ homeowner page to find which one covers your address.

Does Texas require a septic inspection before I sell my house?

Not at state level. A permit and an approved plan are required to construct, alter, repair or extend a system, and local programs may be more stringent than the state minimum, so any inspection requirement you meet is coming from your local permitting authority.

Is a septic pumper licensed in Texas?

No. A pumper registers with TCEQ as a sludge transporter, which is a registration rather than a license. Installers, maintenance providers, site evaluators and designated representatives hold licenses. Asking for the right one saves an argument on the driveway.

What is a designated representative?

A TCEQ-licensed official who works for an authorized agent. They carry out site evaluations as part of their job, investigate complaints and inspect installations. They work for the regulator rather than for the contractor, which is worth knowing when one arrives at your property.

Where are the Texas septic rules written down?

The program runs on Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285, which is what an authorized agent is responsible for implementing. TCEQ's rules page covers licensing, pumping companies and how often the rules change.
